Recommendations of the Acholi community in SCANDINAVIA to KM98
  1. That 'Kacoke Madit' (KM) continues with its mission in the quest for a peaceful settlement; spearhead Acholi Unity; and the pursuance of peace, justice and economic development in Acholiland.
  2. That 'Kacoke Madit' (KM) should be geared to take the normal course for growth and development by establishing a Secretariat to handle the growing needs and responsibility necessary for the efficient administration continuity and future development of Acholiland.
  3. That the proposed Secretariat should comprise of an administration Secretary and Committees working closely with the APG, Acholi Development Association (ADA) and liaising with Regional representatives of Acholi Communities in the Diaspora.
  4. That (KM) should be boosted with financial support as it develops and takes on more responsibility, by contributions of an equivalent of a minimum of one Pound Sterling £1 per head every month by all able bodied Acholi adults living abroad and at home. The account should be managed by the proposed (KM) Secretariat.
  5. The SAC reviewed the KM97 resolutions and noted with regret that both the Uganda Government and the Lord Resistance Movement/Army (LRM/A) failed to seize the opportunity provided by the KM97 to take a major step forward for a peaceful resolution of the armed Conflict in Acholiland. It was therefore, resolved that KM98 should consider the following steps and options:-
  1. Revisiting the KM97 resolutions with the intention of offering the same to both the Uganda Government and the LRM/A, but with time limits included.
  2. In case of failure to realise any positive development towards peacefully ending the Conflict in Acholiland within a given period, the Acholi Parliamentary Group (APG) should consider moving a motion in Parliament, calling on the Government to take a significant step to resolve the armed conflict in Acholiland through peaceful means.
  3. In the event the Uganda Parliament, the APG and those holding ministerial positions in the NRM regime from Acholi must agree to withdraw and boycott parliamentary sessions. This would be in protest at the Government's lack of interest in addressing the problem, mindful that it is the responsibility of any government to provide security for all its citizens and to protection of their property without preconditions.
  4. KM98 should commit itself to a more intensive lobbying of foreign governments and international Communities in order to raise awareness of the desperate situations in Acholiland. It should solicit international support to influence and, to put diplomatic pressure on the Government of Uganda to declare Acholiland a "Disaster Zone" and therefore open it to International NGOs, Humanitarian organisations and communities for the provision of the desperately needed Humanitarian assistance.
  1. KM98 should consider fixing a date for a Global Demonstration by Acholi Communities wherever they may be in 1999, in the event the NRM regime and the LRM/A fail to respond to the call for a peaceful resolution of the armed Conflict in Acholiland.
  2. The Convention reviewed with great concern the concentration and confinement of unwilling Acholi people into the "protected villages" and proposed that KM98 urge the Ugandan Government to free the people currently confined into those "protected villages" to allow them to return to their homes.
