KM97 Post Conference Report

I am pleased to have this opportunity to provide you with this brief report. I regret that I have not been able to do this earlier due to the pressure of other unfinished KM business.

On behalf of the London Organising Committee, I would like to sincerely thank you for demonstrating your support for the aims and objectives of KM. by attending the conference. There is no doubt that KM was a resounding success. This success is attributable to the spirit of unity engendered by KM and the overwhelming desire among all Acholi for a speedy and permanent resolution of the war in our homeland. The following is a brief post-KM report.

KM Resolution

A copy of the KM resolution is enclosed for your record. Following KM, the Resolution has been widely publicised both within and outside Uganda. All members of the Acholi Parliamentary Group (APG) travelled to their constituencies on their return to Uganda, to publicise KM and its Resolutions. Copies of the resolutions have been sent to President Yoweri Museveni and the leadership of the Lord's Resistance Army/Movement, from who responses are being expected. Further copies are being forwarded to foreign governments, International organisations, NGOs, the UN, and Human rights organisations, with specific appeals to them to use their influence to ensure that the parties to the war comply with the wishes of Acholi people as expressed in the resolutions. Feedback so far received from the APG and Bishop Ochola confirm that the Resolutions have been welcomed, particularly in Acholi, and have provided hope to the -people that they will go a long way towards promoting the cause of peace.

KM Follow-up/Task force

In the immediate aftermath of KM, it is necessary to maintain the momentum of KM and to relentlessly pursue the implementation of the resolutions. I have therefore consulted closely with members of the APG and Bishop Ochola, on the most effective ways of following up on the resolutions, in the absence of the Task Force (TF) as stipulated by resolution number 8. In view of the fact that most of the resolutions must be implemented 'on the ground' in Acholi, and the need for effective and continuos contact and liaison with the Uganda government and the LRA/M, it is recognised that the APG being the elected representatives of the people, Bishop Ochola and Mzee Angelo Banya who have been part of the process, should spearhead the follow-up of the resolutions. They have confirmed that they are actively doing this and have undertaken to continue playing this crucial role, with the assistance of Acholi in the Diaspora, in the interim period prior to the formalisation of a Task force.

It is necessary in the interim to consult internationally among Acholi communities on the most practical means of constituting the Task Force. Consideration will need to be given to, the selection criteria to be used, regional representation, expertise and skill requirements, mechanism for constitution of the TF and its future roles. Ultimately, the TF having been conceived at KM can only legitimately be formalised at the next conference.

KM Accounts

A Summary sheet of KM Income and Expenditure has been enclosed for your record. Once again I would like to thank you for helping finance the conference by registering and/or making a voluntary contribution to the KM fund. While I am pleased to inform you that we have met all our financial obligations in respect of the organisation of the conference, we are at the moment unable to fund the production of the post-KM publication and the KM video. Initiatives for the funding of these requirements, including the possibility of sponsorship are being investigated.

The London Organising Committee (LOC)

The LOC has successfully accomplished the task of facilitating KM. There are however outstanding KM business matters, which will require my continued commitment and the assistance of some members of the LOC, as needed. The Committee's primary function is however effectively over. The following matters are outstanding;

  1. Compilation and production of the KM Conference publication.
  2. Compilation and development of KM document and photo archive (including the KM Internet Web Site).
  3. Editing and production of KM video.

You will be informed from time to time of the progress in dealing with these tasks. On behalf of the LOC, I would like to thank the Acholi community in the UK and those outside the UK for their support in making the KM a reality.
